Village of Dorchester Board Meeting

President Krause called meeting to order at 8:04 PM. Pledge of Allegiance was said. Trustees Seubert, Schauer, Dunlap, and Schwoch, were present. Trustees Rau and Trustee Koncel arrived later. Also present were Clerk-Treasurer Heins, George Smith, Gwen Smith and Ben Schultz of the TP.
George Smith and Gwen Smith, residents of the Village of Dorchester discussed Memorial Hall during Public Input. There was no other Public Input.
President Krause stated several weddings are booked at Memorial Hall over the next summer months. He also stated currently have month-to-month lease on the Memorial Hall. No action was taken.
Trustee Rau stated received 3 bids for the sidewalk repairs needed on Second Street. Up North Construction submitted bids for 48 sections at $3, 220 and 58 sections at $3,460.00. Done Right Concrete LLC $9, 485.00 and Kevin Boyer Concrete LLC $10, 400. A motion was made by Dunlap, seconded by Schwoch to accept bids by Up North Construction to complete East and West sides of Second Street between Center Ave and Washington Ave and total cost not to exceed more than $7,000.00. Motion carried.
President Krause discussed the $25,000.00 lake excavation bill submitted by Steen Construction. President Krause read the motion passed at the January 25, 2012 Village Board Meeting “A motion was made by Koncel, seconded by Hunsader to approve a potential agreement with Steen Construction to dredge North end of Dorchester lake estimate at less than $25,000.00 with proper disposal according to the DNR permit. Motion carried.” Discussion was held regarding notice of proper disposal according to DNR permit; Notice from the DNR has not been received. A motion was made by Schwoch, seconded by Koncel to withhold $5,000.00 of the $25,000.00 billing from Steen Construction, Inc. until receive written approval from the DNR. President Krause opposed; motion carried 5 to 1.
Trustee Rau stated an upcoming wedding booked at the Memorial Hall would like to set up beer outside over at the Dorchester Days grounds and also have a DJ perform there. Discussion was held on Noise Ordinance and effect on village residents in the area. No action was taken to approve. Further discussion and possible review with Parks, Recreation and Community Activities committee would be needed if consideration for in the future.
A motion was made by Koncel, seconded by Schauer to enter into Closed Session (Per section 19.85 (1) (c) Wis. Stats. Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Specifically to discuss hiring of part-time Deputy Clerk-Treasurer candidate and wage. Motion carried.
A motion was made by Rau, seconded by Dunlap to reconvene to open session; motion carried.
A motion was made by Koncel, seconded by Dunlap to hire Susan Hanson as part-time Deputy Clerk-Treasurer. Motion carried.
A motion was made by Koncel, seconded by Schauer to adjourn. Motion carried. Adjourned 9:35 pm.
