Village of Dorchester Board Meeting
Wednesday, May 2, 2012: 7:00 PM Village Clerk’s Office, 228 W. Washington Ave, Dorchester, WI
President Krause called meeting to order at 7:03 PM. Trustees Seubert, Schauer, Rau, Dunlap, Schwoch, and Koncel were present. Also present Rick Golz, Dick Hunsader, Ron Robida, Jeremy Haas and Kirk Skoog of MSA and Kevin O’Brien of the TP.
A motion was made by Koncel, seconded by Dunlap to approve minutes of the April 4th2012 and April 17th2012 Village Board meetings and April 4th2012 Finance Committee meeting. Motion carried. A motion was made by Dunlap, seconded by Koncel to approve April 2012 Audit Report. Motion carried. Clerk-Treasurer Heins handed out the May 2012 Audit Report.
Public Input: Dick Hunsader spoke to the Village Board about Memorial Hall and the Park Concession Stand liquor license. No other public input.
Dean Faude was absent; no monthly report.
Rick Golz gave his monthly report. He stated the stacks for the furnace of the water plant need to be replaced. Front Street project is moving along.
Gary Leichtman was absent. No monthly report.
President Krause discussed the Committee openings which still need to be approved. Approval of Committee members and appointments has been tabled to a future board meeting.
The Village Board held Discussion on payoff in full of the Bonds at the Advantage Community Bank. A motion was made by Koncel, seconded by Dunlap to approve payoff in full of bonds at Adv. Community Bank. Motion carried.
President Krause presented a Resolution authorizing the insurance and sale of $805,000 sewer system mortgage revenue bonds of the Village of Dorchester, Clark, and Marathon Counties, Wisconsin, and providing for the payment of bonds and other details with respect to the bonds. (This Resolution can be viewed in full at the Clerk’s Office.) A motion was made by Koncel, seconded by Dunlap to approve A Resolution authorizing the issuance and sale of $805,000 sewer system mortgage revenue bonds of the Village of Dorchester, Clark, and Marathon Counties, Wisconsin, and providing for the payment of bonds and other details with respect to the bonds. Motion carried. (Resolution 261)
President Krause presented Resolution authorizing prepayment of water system and sewer system revenue bonds, dated Sept. 23, 2002. This Resolution can be reviewed in full at the Clerk’s office. A motion was made by Dunlap, seconded by Schauer, to approve Resolution authorizing prepayment of water system and sewer system revenue bonds, dated Sept. 23, 2002. Motion carried. (Resolution 262)
President Krause presented Resolution regarding the Lift Station located on CTH A. ( This resolution can be viewed in full at Clerk’s Office.) A motion was made by Koncel, seconded by Schauer to approve Resolution regarding the Lift Station located on CTH A. Motion carried. (Resolution 263)
President Krause discussed the need for a self-evaluation/transition plan for ADA accessibility for the Village of Dorchester. A motion was made by Koncel, seconded by Schwoch to have the Village work on a self-evaluation/transition plan with employees and Building Committee for ADA accessibility for the Village of Dorchester. Motion carried.
Trustee Rau discussed sidewalk inspections and repairs. He stated current responsibility of property owners; 70-80% owners do not have sidewalks. A motion was made by Koncel, seconded by Schwoch to seek bids for fix sidewalks Center Ave to North 2ndStreet, East and West with completion of project by Dorchester Days. President Krause opposed. Motion carried 6/1 vote.
Discussion was held on Memorial Hall. Information will continue to be gathered for a future meeting. A motion was made by Koncel, seconded by Rau for Class 2 HVAC bids including engineering and state approval for Memorial Hall. Motion carried.
President Krause presented a statement from Morgan& Parmley for $9,600.00. (Billing can be viewed at Clerk’s office) A motion was made by Koncel, seconded by Rau to approve statement from Morgan & Parmley for $9,600.00. Motion carried.
President Krause presented Amendment to Owner-Engineer #2. (This document can be viewed at Clerk’s Office.) A motion was made by Dunlap, seconded by Koncel to approve the Amendment to Owner-Engineer #2. Motion carried.
Jeremy Haas of MSA provided the Village Board with MSA Project Update. Jeremy Haas handed out a photo and discussed a tree line which is on easement of Third Street. To complete the Water/Sewer project within easement the Trees will have to be removed.
President Krause discussed the Attachment B: Scope of Services Memorial Hall Compliance Inspections from MSA. The project includes structural, HVAC and electrical inspections for code compliance violations to bring Memorial Hall into compliance with Wisconsin Building Codes. Total Estimated fee $8,500.00 . (Document can be viewed at Clerk’s Office)
President Krause discussed the Memorial Hall proposal from Morgan & Parmley. Included would be review of estimates and reports already presented to Village, Inspect/review Memorial Hall; and a report that will include repairs, option to sell building, cost to remove existing structure and rebuild with cost estimates. Cost for report and two meetings would be $3, 750.00. More discussion will be held; item tabled to future meeting.
President Krause stated the Dorchester Fire Department is working on the Village of Dorchester Emergency Response plan. Discussion will be held with Officer Leichtman regarding “safe places” during severe weather.
Meyer Building requested a 2’x3’ information sign to be placed on corner of Hi Line and Center Ave/Cty A. More discussion will be held; this item is tabled to future meeting.
Trustee Schwoch discussed need for a Yield sign at the Pine Street intersection. A motion was made by Schwoch, seconded by Rau to approve Yield sign at Pine Street intersection. Motion carried.
There were not building permits to approve.
President Krause discussed an upcoming Antique Tractor auction on the Henry Blume Farm. No permits are required; no action was taken on this matter.
Ron Robida spoke to the Village Board regarding finalizing dredging and dam project. President Krause stated DNR needs to sign off on project to receive grant. A motion was mad by Koncel, seconded by Schauer to contact Village Insurance Company regarding Performance bond on the Dam due to quality of work. Motion carried.
Ron Robida also discussed the Park Concession stand Liquor License. The Village Board discussed what type of license should be provided. President Krause will contact the Village Attorney to discuss liquor license requirements. More information will be at a future meeting as this item was not on the agenda.
Discussion was held on Village paid shirts for Village employees. Trustee Rau stated fluorescent color will be selected for safety. Small wording of Village of Dorchester will appear on sleeve or pocket of shirt. This item was previously budgeted for.
President Krause stated approximately 16 applications were received for the Deputy-Clerk position. The Employee Committee made up of Trustees Schwoch, Koncel, and Dunlap will meet to review applicants and provide recommendations to the Village Board at an upcoming Village Board Meeting.
The Village Board discussed Terry Meyer’s pay increase request. A motion was made by Rau, seconded by Dunlap to increase Terry Meyer’s seasonal employment wage to $9.00.
Trustee Rau gave a Dorchester Days update. He stated an Advertisement for Clubs to volunteer to help has been put out. NTPA will be adding 2 more classes.
Election reminder: Tuesday, May 8, 2012 is Recall Primary
President Krause stated last UCCC meeting was in Abbottsford. President, Vice President, Treasurer and Secretary were elected.
President Krause stated May 22, 2012 7 pm at Village Hall is the next Neighborhood Watch meeting. Trustee Koncel stated the Bike Rodeo will be a topic of discussion.
President Krause stated there may be a Village Board meeting scheduled the week of May 15, 2012. No action was taken at this time.
