VILLAGE OF DORCHESTER BOARD MEETING

Wednesday, January 25, 2012    6:30 PM      Clerk’s Office; 228 W. Washington Ave

 

President Krause called the meeting to order at 6:48 pm.  Pledge of Allegiance was said.  Roll call was taken with the following Trustees present; Koncel, Dunlap, and Hunsader.  Trustee Aguilera and Ingersoll were absent.  Trustee Rau arrived later in meeting.  Also present were Village Clerk-Treasurer Heins, Justin Sornsin of MSA, Larry Gotham of Morgan and Parley, Ketty Clow of Tiry Engineering; Rita Motte, Rick Golz, Ron Robida, Dick Hunsader, and Kevin O’Brien of the TP.

 

Justin Sornsin of MSA presented the Village Board the Village of Dorchester Third Avenue TID Utility Project Schedule. This project schedule is available at the Clerk’s Office for viewing.   He also presented the Village Board a Professional Services Agreement for Dorchester 2012 TIF Related Services for the Village Board’s review and requested this Professional Services Agreement be placed on the agenda for the next scheduled Village Board meeting.

 

Larry Gotham of Morgan and Parmley presented the Village Board with Amendment to Owner-Engineer Agreement change order for additional services.  A motion was made by Dunlap, seconded by Hunsader to approve the change order with Morgan & Parmley to amend the Amendment to Owner-Engineer Agreement.

 

Larry Gotham stated Steen Construction is still in process of seeking additional bids for Change Order #2 which was presented the Village Board at the January 4, 2012 Village Board Meeting.  A recommendation by Larry Gotham of fixing the roof of the WWTF from the Change Oder was made.

 

Information for sludge removal from Sundstorm’s Pt Pumping LLC Sundstrom’s Septic Service was provided by Larry Gotham to the Village Board to review.  He will arrange for Sundstrom to meet with the Finance Committee at their scheduled meeting prior to the February Village Board meeting.

 

Larry Gotham also presented the Village Board with a Village of Dorchester Sewer Service Charge Comparison to review and discuss.  (Document available for viewing at the Clerk’s Office)  The Village Clerk Treasurer and the Village Department of works will verify the number of current connections and the Village Clerk-Treasurer will determine what percentage of the households within the Village of Dorchester are within the usage categories of 3,000, 9, 100, 15,000 and 50,000 gal/quarter usage.  This information will be used to determine the sewer rate increase.

 

A motion was made by Dunlap, seconded by Koncel to approve the Loan Resolution for the USDA/Rural Development Bond insurance for $805,000.00 for sewer with issuance not to exceed $150,000.00.  Motion carried. 

 

The probe and Ph Meter which Rick Golz uses daily are failing; discussion was held on replacing only the probe or only the Ph Meter as well as replacing Ph Meter and probe with costs being added to the Rural Development Project.  A motion was made by Dunlap, seconded by Hunsader to replace the Ph Meter and Probe and add the cost to the WWTF project.  Motion carried.   The Village Clerk-Treasurer will confirm the process of adding to the project with Julie of Rural Development.

 

Ron Robida stated to the Village Board he had secured a verbal estimate from Steen Construction to dredge the North end of the Dorchester Lake for $25,000.00.  Steen would be able to provide a contract detailing the dredging within a week for the Village Board to review.  Ketty Clow of Tiry Engineering stated to the Village Board that the North end of the Dorchester Lake has current permits and is clear to be dredged.   The current permit is for 6 feet; changes to 8 feet would need new permit which could be done quickly.   She also stated 1500 cu. yards of soil could be added to the spoil pile near the site but would need to amend the current permit; otherwise have the two (2) previously DNR approved sites.    A motion was made by Koncel, seconded by Hunsader to approve a potential agreement with Steen Construction to dredge North end of Dorchester Lake estimate at less than $25,000.00 with proper disposal according to the DNR permit.  Motion Carried.  A class 1 notice will be prepared and appear in next week’s Tribune-Phonograph.

 

President Krause stated Jakel Plumbing and heating have put temporary forced air furnaces in both the upstairs and downstairs of the Memorial Hall as the current boiler furnace is no longer working.  The previous steam boiler furnace was new in 1982 with repairs in the 90’s; Jakel Heating and Plumbing has recommended a new system.  Duane Rudolph who rents the Memorial Hall DBA Doubleback was present and discussed with the Village Board ceiling heaters which may be more efficient.  Discussions were held on having a Heating Engineer review the Memorial Hall and provide recommendations for most efficient heating and AC recommendations.    A motion was made by Rau, seconded by Koncel to work with HVAC Engineer to look at Memorial Hall and provide recommendations for heating and AC options.  Motion carried.

 

Duane Rudolph presented a new heating bill as he has provided the Village Clerk-Treasurer heating bills for the last few months.  He asked the Village Board for assistance or Credit toward these bills.  Due to the recent issues with the furnace the Village Board felt some assistance was fair.  A motion was made by Koncel, seconded by Hunsader to forgive monthly rent from the Memorial Hall for the months of January, February, and March.  Motion carried.

 

President Krause stated that Village CPA Larry Soyk will be setting up village accounts on QuickBooks on the new PC previously purchased for the Village Clerk’s office.  New Double monitors have also been purchased and have arrived to be installed.   Due to the slowness and inefficiency of the current internet; Village President Krause asked the Village Board to approve a 1 year contract agreement with TDS to serve the Clerk’s office.  A motion was made by Rau, seconded by Koncel to approve bundle package with internet services from TDS for 1 year.  Motion carried.

 

A motion was made by Koncel, seconded by Dunlap to approve operator Licenses for Boozer’s Bar and Grill for Bobbie Blair and Stephanie Brecke.  Motion carried.

President Krause presented a building permit:   Ben Leiby, 126 S. 4thStreet, Dorchester, WI for $16,834.00

  • Carpeting for 3 bedrooms, orange peel coating and paint, rooms are 12x14, 12x18, and 12x12.  Also repaint hallway, new flooring in dining room and kitchen with new kitchen cupboards and paint.

 

President Krause presented to the Village Board the 2012 Fire Protection Agreement from the Dorchester Community Emergency Services, Inc.  A motion was made by Koncel, Seconded by Dunlap to approve the 2012 Fire Protection Agreement.  Motion carried.

 

The February 2012 Village Board meeting will be held on Wednesday, February 8, 2012 at 7:30 pm.  The Finance Committee will meet that evening at 6:15 pm.

 

A motion was made by Dunlap, seconded by Koncel to adjourn.  Motion carried.  Adjourned. 8:47 pm.

There were 17 people in attendance.

 

President Krause chaired the Caucus.

 

Nominations were required for Village Trustee to succeed Sandy Aguilera, Justin Ingersoll and Joan Hunsader.

 

Nominated were:

Daniella Schauer 6 votes

Shane Steen 5 votes

Kurt Schwoch 7 votes

Joan Hunsader 11 votes

Chad Thomsen 6 votes

Mike Seubert 5 votes.

 

A motion was made to close the nominations.

 

Moved to adjourn the Caucus.

 

 

 

Wednesday, January 25, 2012

 

Joan Hunsader, Kurt Schwoch, Daniella Schauer and Mike Seubert have completed Campaign Registration Statement (GAB-1) AND Declaration of Candidacy (GAB-162) and returned these forms to the Village Clerk within the 5 day requirement.

 

Chief Election Inspector Rita Motte drew names for the placement on the ballot:

 

  1. Daniella Schauer
  2. Michael J. Seubert
  3. Kurt Schwoch
  4. Joan Hunsader

 

Space for write-in candidates will be available on the ballot.

 

Tuesday, April 3, 2012 is the Spring General Election.
