Village announcements:

  • Clerk’s office will be closed the following datesas the Village Clerk-Treasurer will be attending training seminars:

Starting at 1:00 pm on Wednesday-April 18, 2012; then all day on Thursday-April 19th Friday-April 20th, Monday-April 23, 2012, Thursday, April 26, 2012 and Friday April 27, 2012.

 

  • Senior Bingo April 17, 2012  1 to 3 pm at Village Hall; sponsored by Dorchester Lioness.
  • Sewer rate increases will take effect on April 1, 2012- this increase will appear on theAugust 1, 2012 billingcycle. 
  • The Village of Dorchesterrecommends installation of Sewer Drain Check Valves in every basement to prevent sewer backup.
  • 4 inch part which fits into drains in basement floor; follow instructions on product.

VILLAGE OF DORCHESTER FINANCE COMMITTEE MEETING

Wednesday, April 4, 2012     6:30 PM                                            Village Clerk’s Office, 228 W. Washington Ave, Dorchester WI

 

The Finance Committee meeting was called to order at 6:35 pm.  The following Trustees were present: Wayne Rau, Deb Koncel and Chairman Karen Dunlap.  Also present was Clerk-Treasurer Heins.

 

Discussion was held on the monthly bills and vouchers.  A motion was made by Dunlap, seconded by Rau to accept the monthly bills.  Motion carried.  

 

A motion to adjourn the Finance Committee was made by Dunlap, seconded by Dunlap.  Finance Committee adjourned 6:50 pm.

 

VILLAGE OF DORCHESTER BOARD MEETING

Wednesday, April 4, 2012    7:00 PM                                              Village Clerk’s Office, 228 W. Washington Ave, Dorchester WI

 

President Krause called the meeting to order at 7:01 pm.  Pledge of Allegiance was said. Roll call was taken with the following Trustees present: Aguilera, Rau, Koncel, Dunlap and Hunsader.  Trustee Ingersoll was absent.  Also present were Clerk-Treasurer Heins, Larry Gotham of Morgan and Parmley, Justin Sornsin and Jeremy Haas of MSA, Darrell Steen of Steen Construction, Rick Golz, Jesse Rieck, Gary Leichtman, Rita Motte, George Smith, Dick Hunsader, Allan Kaatz, and Kevin O’Brien of the TP.

 

The Village Board reviewed the minutes of the March 7, 2012 Village Board Meeting.  A motion was made by Koncel, seconded by Hunsader to approve the minutes of the March 7, 2012 Village Board Meeting.  Motion carried.

 

The Village Board reviewed the February 2012 and March 2012 Audit Report.  A motion was made by Koncel, seconded by Hunsader to approve the February 2012 and March 2012 Audit Report (s).  Motion carried.  Clerk-Treasurer Heins presented the April 2012 Audit Summery Report to the Village Board.

 

Jesse Rieck discussed proposals for Crack Sealing that had been received from American Pavement Solutions and Seal-it & Striping, LLC.  The Village employees would make a list of priority areas and start work there first then work down the list until the funds ran out; at this time there is a budget of $5,000.00.  The Village Board asked the Village Employees to secure more information from the companies who submitted proposals in regards to cost per pound and have this information at the next Village Board Meeting.

 

Crushed Gravel for $10.35/yard X 28 yards, and Granit for $9.40 /yard X 128 yards figures were given to the Village Board.  A motion was made by Rau, seconded by Koncel to purchase the amount of 120 yards of crushed gravel and 9.4 yards of granite not to exceed $1, 470.80.  Motion carried.

 

Rick Golz gave his monthly report to the Village Board; he presented sewer line cleaning estimates from R & R Waste Systems Cleaning, Inc; Visu-Sewer; and Infratech Technologies, Inc. A motion was made by Rau, seconded by Aguilera to have R & R Waste systems Cleaning, Inc do sewer line cleaning this calendar year not to exceed $8,000.00 and supervised by Village Street employees.  Motion carried.  Rick Golz also discussed the Tri-State Pump & Control Inc Sensaphone Auto Dialer information presented to the Village Board.  No action was taken at this time.

 

Gary Leichtman presented his monthly report to the Village Board.  He stated this last month he has been working with non-registered vehicles and unlicensed dogs.  The squad car computer work is still in progress.   He has completed the assistance form from the county asking for assistance during Dorchester Days; he suggested postings for no weapons on grounds and will have more information at the April Village Board meeting.

 

President Krause stated would have Public Input; each speaker is limited to 20 minutes.  George Smith of Village of Dorchester spoke to the Village Board about the Memorial Hall.  Dick Hunsader of Village of Dorchester also spoke to the Village Board about Memorial Hall.   There was no other public input.

 

President Krause stated that the Village Attorney, Bonnie Wachsmuth recommended the motion made by trustee Koncel to rescind her heating of the entry area not to exceed $25,000.00 and Trustee Hunsader did not make motion to rescind her second of the motion at the March 7, 2012 Village Board meeting be tabled unless choose to proceed to do the repairs for $25,000.00 with Hutman Heating.  Trustee Hunsader took no action; the motion was tabled.  Trustees Dunlap, Koncel, Rau, and Aguilera felt a committee should be formed to look at different options available for the Memorial Hall with the costs of those options and report back to the Village Board.  President Krause stated Trustee Rau, Trustee Dunlap and newly elected Trustee Schwoch would research different options with costs and report back to the Village Board.  A motion was made by Koncel, seconded by Aguilera to approve the committee of Rau, Schwoch and Dunlap to review options and costs for the Memorial Hall.  Motion carried.

A motion was made by Koncel not to renew the Memorial Hall lease based on uncertainty of the building.  Trustee Koncel withdrew her motion not to renew the Memorial Hall lease based on the uncertainty of the building.  This subject was tabled.

 

Justin Sornsin of MSA discussed CDBG Pre-Application, and Task Oder for 3rd Ave and 4th Street Projects (information is available at the Clerk’s office for viewing).  A motion was made by Koncel, seconded by Dunlap to approve the MSA Task Order for 3rd Ave and 4th Street Projects.  Motion carried.  President Krause signed the Task Order for 3rd Ave and 4th Street Projects.

 

Larry Gotham of Morgan and Parmley presented to the Village Board Contractor’s Application for Payment No. 4, and Change Order #4 for Project: Dorchester Utility Improvements WWTF.  A motion was made by Koncel and seconded by Hunsader to approve Contractor’s Application for Payment No. 4.  Motion Carried.  A motion was made by Dunlap, seconded by Rau to approve Change Order #4-B.  Motion Carried.

 

President Krause discussed two (2) Morgan and Parmley Ltd. invoices.  Invoice dated March 7, 2012 $20, 500.00 and invoice dated April 2, 2012 $6,536.00.  A motion was made by Dunlap, seconded by Rau to approve payment of invoices dated March 7, 2012 $20, 500 and dated April 2, 2012 $6, 536.00.  Motion carried.

 

Darrel Steen stated the Front Street Project will start April 16, 2012 dependant on weather.  The rough schedule is concrete in place by Memorial Day; again dependant on weather.

 

President Krause discussed memberships with Clark Economic Development Corp. Marathon County Development Corporation, and Abbotsford/Colby area Chamber of Commerce.  A motion was made by Rau, seconded by Koncel to join memberships with Clark Economic Development Corp., Marathon County Development Corporation, and Abbotsford/Colby area Chamber of Commerce.  Motion carried.  President Krause abstained from the vote.

 

President Krause discussed with the Village Board a 1 year contract for the Village Shop and Village Police department to have TDS internet services.  Currently the Clerk-Treasurer has TDS and is very satisfied with performance and the speed.   A motion was made by Koncel, seconded by Dunlap to contract with TDS to do Star Business bundle 200 LD for Village Shop and Village Police.  Motion carried.

 

Clerk-Treasurer Heins presented the Election Systems & software, LLC post Warranty Hardware Maintenance and Software Maintenance and Support Services Agreement.  The County will no longer service the elections machines; the County recommended the Silver Package which is the agreement presented.   A motion was made by Koncel, seconded by Hunsader to approve the Election Systems & software, LLC post Warranty Hardware Maintenance and Software Maintenance and Support Services Agreement 4 year term for $560.00.  Motion carried.

 

The Village Board held discussion on Seller’s Permits for Dorchester Days; the ordinance will be reviewed and further discussion will be held at an upcoming meeting.

 

A motion was made by Rau, seconded by Aguilera; to approve the following building permits:  motion carried.

Gary Dietz, 253 S. 4th Street               $$, 705.00:  Replacing shower and toilette in 4’x6’ bathroom.

Scott Kloth, 123 S. 2nd Street              $3, 500.00: Drywall in Dining Room14’x 16’   and Living Room 20’x16’; Insulation and Windows.

 

Discussion was held on an advertisement of the Deputy Clerk-Treasurer position and Job Description.  A copy of add and Job Description from the Village of Theresa was presented to the Village Board as a suggestion for wording the job description  and advertisement.   Discussion was held on previous experience and Trustee Aguilera asked the Clerk-Treasurer Heins her opinion;  Clerk-Treasurer Heins stated she would like to see at least one (1) year experience in an office setting.  President Krause stated the advertisement will run for 2 weeks in the Star News, Phonograph-Tribune and both Shoppers’ Guides in the area.  Deadline for applications will be April 30, 2012.  A motion was made by Koncel, seconded by Aguilera to submit Village Deputy Clerk-Treasurer add in local newspaper publications for 2 weeks.  Motion carried.

 

President Krause discussed the annual insurance premium from Local Government Property Insurance Fund.  A suggestion of discussing with UCC for plans in the future was made.   A motion was made by Koncel, seconded by Aguilera to accept the annual insurance premium from Local Government Property Insurance Fund.  Motion carried.

 

President Krause gave an update from the UCC; he stated the UCC is working on comparatives from other municipalities for pay and benefits.  He also discussed Frac Sand mining in Clark County.

 

Neighborhood Watch is held the 4th Tuesday of the Month at the Village Hall, 188 S. Second Street, Dorchester at 7:00 pm.

 

Clerk-Treasurer Heins gave Elections results from the Spring Primary on April 3, 2012:  All results for any election reported are Unofficial until the County Board of Canvas meets and then releases Official results.  Also, the unofficial totals released the night of the election did not include the electronic voting machine totals.  The Village of Dorchester Board of Canvas met on Wednesday, April 4, 2012 at 9:00 am and the unofficial totals are as follows: Kurt Schwock =110 votes; Daniella  Schauer = 86 votes, Michael J. Seubert = 85 votes and Joan Hunsader =69 votes.   Again, the official results will be released by the County after the County board of canvas meets.

 

There will be a Village Board meeting on Tuesday, April 17, 2012 at the Clerk’s Office 7:00 PM  to swear in the newly elected Village Trustees Kurt Schwock, Daniella Schauer, and Michael J Seubert; the regular scheduled Village Board Meeting will be on Wednesday, May 2, 2012 at 7:00 PM at the Clerk’s Office.

 

A motion was made by Aguilera, seconded by Koncel to adjourn the meeting.  Motion carried. Meeting Adjourned 9:50 pm.
