PUBLIC HEARING FOR 2012 VILLAGE OF DORCHESTER BUDGET
VILLAGE OF DORCHESTER BOARD MEETING
Monday, November 28, 2011 7:00 PM Village Clerk’s Office, 228 W. Washington Ave, Dorchester WI
Village President Dan Krause called the meeting to order at 7:05. Pledge of Allegiance recited. Roll Call was taken with following trustees present; Aguilera, Ingersoll, Rau, Koncel, Dunlap and Hunsader. Also present Village Clerk-Treasurer Heins, Kevin O’Brien of the TP, Gary Leichtman, Mike and Leah of Tiry Engineering.
Public Hearing for the 2012 Village of Dorchester Budget (page 1) was held from 7:05 to 7:20 PM.
A motion was made by Dunlap, seconded by Koncel to approve the 2012 Village of Dorchester Budget as presented. Motion carried.
A motion was made by Hunsader, seconded by Aguilera to adjourn the Public Hearing for the 2012 Village of Dorchester Budget. Motion carried. Adjourned 7:21 pm.
Village President Krause called the Village of Dorchester Board Meeting to order at 7:22 pm.
Mike and Leah of Tiry Engineering were present to discuss specifics regarding 4 areas of the project:
1. Organic material, 2. Hairline cracks, 3. Plugged tile line, and 4. Rip wrapping.
There were no comments by the Public.
A motion was made by Koncel, Seconded by Aguilera to make final payment to Badger Environmental of $30, 592.42 minus $4,275.00 Steen Construction, $500.00 plugged tile line repair (Steen Construction), $600.00 tree replacement of 2 damaged trees (Steen Construction), $635.29 Wachsmuth Law Office, $5,220.05 Tiry Engineering and include hairline crack repair estimate if received; otherwise do not include hairline crack repair estimate and follow-up in the Spring as warranty repair. Motion carried.
A motion was made by Dunlap, seconded by Koncel to make payment to Tiry Engineering for November 16, 2011 billing statement of $1,776.80.
Village Clerk-Treasurer Heins stated that Notice of Spring Election had been published last week in the Tribune/Phonograph and also are posted within the Village at the C-store, Advantage Community Bank, Village Hall and the entrance door to the Clerk’s Office. Candidacy or non-candidacy papers need to be completed with a deadline of 5:00 pm on Tuesday, January 3, 2012, in the office of the village clerk.
Discussion was held and determined that as handbook currently states Overtime will not be authorized unless the immediate supervisor or the Personnel Committee determines it is an emergency and /or overtime is approved in advance and if funds are available for payment. Regularly scheduled overtime must be approved in writing by the Personnel Committee. No Action was taken.
Village Clerk will gather information from the League of Municipalities; Further discussion is needed and will be again discussed at the December 7, 2011 Village Board meeting.
